Sea water can be imported downhill via  nearly completed canals extending from the Gulf of California via Laguna Salada and on to the Salton Sea. This will have the immediate result of stopping the rapid demise of the Salton Sea, reducing salinity levels, mitigating dust storms, and saving the wildlife.

July 2019 letter to Governor Newsom

I am writing to you as a concerned California citizen with a proposal that can address multiple environmental issues we are facing in Southern California. If implemented, this plan can: 1) Relieve the water shortages, 2) Provide clean sustainable energy, 3) Save one of our largest lakes/bird sanctuaries, 4) Create growth in a depressed region of Southern California, 5) Eliminate the threat of toxic dust storms (created by the demise of the Salton Sea), and 6) Offset global warming/greenhouse gasses.


The key to this proposal is the Salton Sea. Most see the Salton Sea as a huge problem – I see it as a huge opportunity. To this end, I have put together a long term cost effective and environmentally friendly plan that will not only restore the Salton Sea, it will transform it to a profitable sought after destination for business and recreation. The key is utilizing the synergy of abundant local renewable resources to restore the sea’s level, generate power and desalinate sea water.


As you are aware the Salton Sea is rapidly deteriorating due to a multitude of reasons. There are plans underway to sustain a much smaller sea and create ponds to reduce hazardous dust storms.  However, these plans will be costly, require excessive maintenance, and only be partially effective. The plan I am proposing will not only save the Salton Sea, it will provide endless benefits. The plan consists of three phases which I refer to as: “Salton Sea Synergy”.


Phase 1 - Short Term: Finish the near complete downhill canal connecting the Sea of Cortez via the Laguna Salada, to the Salton Sea. This canal will bring in clean ocean water to the Salton Sea restoring the water level and saving the sea/bird sanctuary, in addition it will eliminate the pending toxic dust storms. Please refer to the nonprofit “Sea to Sea Project” proposal sent to Bruce Wilcox May 19, 2019. A copy can also be found at www.saltonseasynergy.com. This influx of sea water will also reduce or eliminate the need to channel millions of gallons of Colorado River water into the Salton Sea as required under the current plan intended to reduce dust.

Immediate Benefits

· Rescue the Salton Sea – One of the largest bird sanctuaries in North America

· Eliminate toxic dust storms– Potentially reaching as far as Los Angeles

· Relieve the water shortage– Reduce the need to use Colorado River water

· Optimize funding – Current plan approx. $8.9 billion and will not solve the problem

· Create needed jobs - In a depressed area of California

Phase 2 - Mid Term: Construct desalinization/filtering plants powered by sustainable, eco-friendly geothermal, solar and wind resources which already exist in the area.  The desalinated water can be used for agriculture, consumption in the surrounding areas and bird sanctuary habitat. The use of desalinated water will further reduce the draw from the Colorado River.

Intermediate Benefits

· Further relieve the water shortage – Reduce draw on Colorado River

· Generate revenue – Sale of water and energy

· Reduce our carbon footprint – Renewable energy

· Create additional jobs – Build desalinization plants and expand infrastructure


Phase 3 - Long Term: Expand the canal, Construct additional desalinization plants, power plants and energy storage plants. Energy storage options include hydrogen or thermal energy storage (TES). The water, power and hydrogen can be used locally or sold to generate revenue. Power transmission to San Diego is already possible through the existing Sunrise Powerlink. This plan will also be instrumental in meeting multiple state/federal policies and mandates for the increased use of renewable energy and offsetting greenhouse gasses.


Once the Salton Sea is stabilized and the water is returned to acceptable salinity levels, business and recreation will be drawn to the region. Yes it will be costly but we can’t afford not to implement this plan. Ultimately the end result will be extremely profitable for California and become a model for the world to follow.  

Long Term Benefits – Create an environmental model for the world

· Rescue a prime bird sanctuary 

· Provide clean water and power

· Add energy storage capability to the power grid

Letter to President Trump and Cabinet

cc: Vice President Michael Pence and Esteemed Cabinet members. 



I am particularly impressed with your plan to rebuild America’s infrastructure and the allocation of $1 trillion to support this effort. I am writing you to propose an opportunity to kick-start this process with a project that would rival Hoover Dam in many respects. This project has been dubbed “Salton Sea Synergy”, as it combines multiple methods and technologies to provide multiple solutions to ongoing issues affecting the Southwest. As you may be aware, the Salton Sea is California’s largest inland water lake. It is a salt water lake with dimensions of approximately 35 by 15 miles, located approximately 100 miles east of San Diego, 50 miles south of Palm Springs, and 30 miles north of Mexico. It is also one of the largest bird sanctuaries in North America. The sea is rapidly drying up and the salinity is rising rapidly due to increasing water restrictions and evaporation. While there is a costly mitigation plan in work, it will at best buy us time. Ultimately, this once thriving recreational area and farming community will be reduced to a huge dust bowl driving billions of dollars in environmental and public health costs.

This proposal will not only save the Salton Sea, it will yield a multitude of secondary benefits. 


Admittedly, this would be a huge project involving numerous resources. It will also need to be accomplished in phases involving multiple disciplines from your cabinet. However, these efforts would result in huge paybacks including: 

· Kick-start the rebuilding of Americas infrastructure 

· Generation of thousands of  jobs

· Provide clean air, clean water, and clean energy

· Saving the Salton Sea/bird sanctuary

· Elimination of the eminent dust bowl health hazard

· Relieve water shortages

· Driving the development of  new technologies

· Production of  zero emission hydrogen

· Satisfying existing state and federal environmental requirements 

· Creation of an unequaled garden spot attracting business and technology

· Production of salt, minerals, fertilizer, etc…

· Supporting border security (potential starting point for the “Great wall”)

· Creation of future jobs (from hotels, to hydrogen production, to fish farming)


Project Overview:

Phase 1: Construct a pipeline made from American steel (corrosion resistant or coated) to transport clean ocean water approximately 100 miles from the Pacific Ocean to the Salton Sea. Once completed, the Salton Sea can be maintained at an optimum level to act as a salt water reservoir for desalination plants. The need to pour Colorado River water into the sea will be eliminated.


Phase 2: Construct desalinization plants to remove the high salinity water from the sea and to purify any contaminated water from Mexico. The plants will reduce the salinity and prevent contaminants from entering the sea. In addition they will provide clean water for human and farming consumption.


Phase 3: Construct additional Geothermal, Solar, and Wind power plants taking advantage of the natural resource energy already abundant in the immediate area. There is also the potential for Hydroelectric power as the surface is 235 feet below sea level. In time, additional plants, including Hydrogen could be constructed allowing any excess power, water, or Hydrogen to be exported for profit.


Phase 4: Let it grow and prosper

Note: Due to the remote desert location, construction of the desalinization and power plants should be far less controversial than if attempted along the coast or elsewhere.


Previous attempts to gain support from our Governor and local leaders have been unsuccessful. Please see attached letter to Governor Brown. In short, I have been informed that a project of this magnitude would require support from the federal level. I am optimistic you will see the value in this project and provide the necessary support I believe it merits.

I previously worked 26 years as an Engineer for Pratt & Whitney AeroPower, a subsidiary of United Technologies. Our facility of more than 500 workers was closed in 2016 due to consolidation and exportation of our jobs from San Diego to Canada and Poland. I suspect things may have been different if you were in charge at that time. Having said that, I am now retired and I would like to give something back to this great nation.
